The lad may say what he wants, but it seems that the education is of relatively low quality, and it is well known. There are certain exceptions, but those two are not among them (imho). The Imperial which you have on your list is third (or even second) university in the country for sciences, City is not as good, but have a reputation nevertheless. Look at the league tables at http://education.guardian.co.uk/ (http://education.guardian.co.uk/), these are not always acurate but give an idea.
